Imagine a classroom of thirty children. Today, nine of those children are growing up in poverty.1 And the effects are severe: spiralling rates of school exclusion and absence, a crisis in mental health, more young people not being in employment, education or training, and the worst teenage life satisfaction in Europe.2
June’s Spending Review confirmed the Government’s commitment to improving outcomes for children and young people, with a number of initiatives to be announced in the coming months – including a new Social Impact Investment Vehicle, inspired by the Life Chances Fund, an innovative social impact investment fund in which AllChild was a partner. Also mentioned in the Spending Review were the upcoming Child Poverty Strategy, Schools White Paper & SEND reform, and National Youth Strategy, all due in the Autumn.
Earlier this year we set out our ambition to work with Government and philanthropists at a national level, to build a movement for a new way of investing in children and young people’s futures.
With further indication of Government's plans, this ambition has now become an immediate opportunity. To ensure we are ready to deliver at pace from September, we need to drive momentum and invest this summer - and we need additional support to be able to do that.
AllChild has worked with Government before in this way as part of the Life Chances Fund, a five year Social Impact Investment partnership with DCMS, local authorities, schools and communities – raising over £7m from philanthropy and unlocking £11m in outcomes-based payments from the public sector. Children supported by this partnership exceeded expectations with 93% achieving at least one outcome, and a remarkable 72% achieving three outcomes (the maximum number of outcomes ‘available’ on the contract) across social, emotional and academic areas.
Now in the summer of 2025, we have a window of opportunity to bring this model of support and opportunity to more communities around the country. We are aiming to raise £250,000 before September to:
